پرفسور هاوارد کانروتر اقتصاددان برجسته و استاد ممتاز دانشکده وارتون در دانشگاه پنسیلوانیا بود که نقش مهمی در توسعهی مطالعات میانرشتهای در حوزهی اقتصاد ریسک، بیمه، تصمیمگیری در شرایط عدمقطعیت و مدیریت بلایای طبیعی ایفا کرد. او از شناختهشدهترین پژوهشگران بینالمللی در زمینهی اقتصاد ریسک و سیاستگذاری برای مدیریت مخاطرات طبیعی بهشمار میرفت و آثار علمی او تأثیر معتنابهی بر توسعهی چارچوبهای نظری و سیاستی برای مدیریت ریسکهای بزرگ و فاجعهآمیز داشت.
پژوهشهای او بر رفتار افراد، بنگاهها و دولتها در مواجهه با ریسکهای کماحتمال اما با پیامدهای شدید تمرکز داشت و درک علمی از موضوعاتی مانند بیمه بلایای طبیعی، کاهش خسارت، سازگاری با تغییرات اقلیمی و طراحی ابزارهای سیاستی برای افزایش تابآوری اجتماعی و اقتصادی را بهطور چشمگیری گسترش داد. آثار او بهویژه در زمینهی طراحی سازوکارهای بیمهای، مشارکت بخش دولتی - خصوصی در مدیریت ریسک و تحلیل تصمیمگیری در شرایط عدمقطعیت، مورد توجه گسترده در ادبیات اقتصاد ریسک و سیاستگذاری عمومی قرار گرفته است.
پرفسور کانروتر از بنیانگذاران و از چهرههای کلیدی «مرکز مدیریت ریسک و فرایندهای تصمیمگیری» در دانشکده وارتون بود و سالها در هدایت و توسعهی پژوهشهای این مرکز نقش محوری داشت. او در طول فعالیت علمی خود با دولتها، سازمانهای بینالمللی و نهادهای سیاستگذار در زمینهی مدیریت بلایای طبیعی و ریسکهای فاجعهآمیز همکاریهای گستردهای داشت. همچنین، وی عضو انجمنهای علمی معتبر بینالمللی از جمله انجمن اقتصاد آمریکا و انجمن تحلیل ریسک بود و در فعالیتهای علمی، داوری و همکاری با مجلات معتبر بینالمللی در حوزههای اقتصاد ریسک، بیمه و مدیریت بلایا مشارکت داشت. آثار و فعالیتهای علمی او سهم مهمی در پیشبرد پژوهشهای مرتبط با مدیریت ریسکهای بزرگ و افزایش تابآوری جوامع در برابر مخاطرات طبیعی در سطح جهانی ایفا کرده است.
